The Director, Aggregate Spend is responsible for overseeing the end-to-end transparency reporting process across the United States and international markets. This includes ensuring accurate, timely, and compliant disclosure of transfers of value (TOV) to healthcare professionals (HCPs), healthcare organizations (HCOs), and relevant stakeholders in accordance with U.S. federal (Open Payments), U.S. state, and global transparency laws (e.g., EFPIA, Loi Bertrand, MedTech Europe).

This individual will lead cross-functional initiatives, manage data integrations from multiple systems, support regional compliance teams, and maintain strong partnerships with Legal, Finance, Commercial, Medical Affairs, IT, and external vendors.

Duties & Responsibilities

  • Global Transparency Oversight: Lead global aggregate spend reporting activities across all applicable jurisdictions, including U.S. Open Payments, U.S. state laws (e.g., VT, MN, MA, CA), and international frameworks (e.g., EFPIA Disclosure Code, French Loi Bertrand, Portuguese Infarmed, Japanese Transparency Guidelines).
  • Data Governance & Reporting: Oversee the data collection, consolidation, validation, and reporting processes using multiple systems and data sources (e.g., T&E, AP, CRM, event management systems) to ensure accuracy, completeness, and regulatory compliance.
  • Regulatory Compliance: Maintain deep subject matter expertise in U.S. and international transparency regulations; interpret and operationalize new or evolving requirements, and align internal processes accordingly.
  • Systems Management & Integration: Partner with IT and vendors to ensure robust functionality, data accuracy, and continuous improvement of transparency reporting platforms.
  • Process Optimization & Risk Mitigation: Lead process improvement initiatives to strengthen data quality, reduce manual effort, and mitigate compliance risks. Design and execute regular data audits and risk assessments.
  • Training & Cross-Functional Collaboration: Develop and deliver training programs for global stakeholders to drive awareness and compliance with transparency obligations. Collaborate closely with Compliance, Legal, Medical Affairs, Commercial, Finance, and regional market teams.
  • Vendor Management: Manage relationships with global third-party vendors supporting aggregate spend processes, including contract oversight, performance management, and issue resolution.
  • Audit & Investigations Support: Prepare audit documentation and support internal and external audits and government inquiries related to transparency disclosures.
  • Monitoring & Reporting: Monitor legislative and industry developments globally to ensure continuous compliance and proactively communicate potential impacts to leadership. Monitor data flow within the SAP systems portal to ensure that all spending related to Health Care Professionals (HCP) on behalf of the company is captured accurately and in a timely manner.
  • Interact with external customers, including Healthcare Professionals and third party/external vendors, as well as internally across company divisions and departments as appropriate to gather data and required information for reporting and tracking healthcare professional payments.
  • Primary Subject Matter Expert (SME) and key point of contact for questions and inquiries related to data submission from 3rd party suppliers and business partners. Respond to inquiries from HCPs, external parties, field sales employees, vendors and internal company personnel to answer questions and resolve issues associated with HCP reported information in State and Federal reports and follow up with the appropriate personnel to resolve discrepancies. Remain current with laws and regulations related to aggregate spend and identify areas of risk associated with these laws, develop risk mitigation recommendations and collaborate to ensure appropriate implementation of necessary measures
  • Lead the preparation and submission of aggregate spends disclosure reports required by various states and the federal government.
  • Manage self-reviews of data and documents related to HCP interactions on a monthly basis.
  • Review state and federal reports at least quarterly for validation of data uploads.
  • Partner with compliance personnel responsible for monitoring, auditing and investigations to ensure that any allegation or identified violation of company policy related to aggregate spend is properly investigated, remediation is taken, and monitor controls established to prevent future instances..
  • Develop and implement effective training and communication initiatives related to aggregate spend and reporting for senior management, employees, customers and third party vendors.
  • Support the business in the development of system reports to manage and measure business processes (KPIs).
  • Other duties as assigned.
  • The position requires travel as needed.
  • Management of team of professional staff located in the United States and Manilla.

Qualifications:

  • Bachelor’s degree in Business, Finance, Accounting, Compliance, or a related field (Master’s or JD a plus).
  • · Minimum 7 years of relevant experience in aggregate spend, compliance, or financial reporting within the pharmaceutical, biotech, or medical device industry.
  • Demonstrated experience with both U.S. and international transparency requirements (EFPIA, Loi Bertrand, etc.).
  • Strong understanding of data integration and system workflows across enterprise platforms
  • Subject Matter Expert with Knowledge of Pharma Guidelines, State Laws and regulatory legislation pertaining to compliance issues related to HCP/HCO spend in medical device/pharma industries including Sunshine Act, CIA and other state laws and must have the understanding of potential implications to internal systems and data captures processes.
  • Strong policy, process and technology expertise combined with strong analytical skills required.
  • Ability to establish business and IT partner relationships with internal and external partners.
  • Exceptional organizational and presentation skills and training skills.
  • Flexible and adaptable to frequent changes.
