We are seeking an experienced Director - Compliance & Program Operations to lead end-to-end proposal management, regulatory and accreditation compliance, and governance-led program operations for our U.S.-based education and certification platforms.

This role is critical to our growth strategy and market credibility. The ideal candidate brings deep experience with U.S. public sector RFPs, multi-state compliance, accreditation processes, and cross-functional coordination, with a strong governance and risk mindset.

Responsibilities:
Bids & Proposal Management (Core Ownership)

  • Lead end-to-end RFP and bid lifecycle for U.S. public sector and enterprise opportunities
  • Own opportunity qualification, compliance checks, proposal structure, content coordination, and final submission
  • Ensure proposals meet federal, state, and accreditation eligibility requirements
  • Coordinate pricing inputs, timelines, and internal approvals
  • Drive proposal strategy to maximize win probability and commercial alignment
Compliance & Accreditation
  • Own and manage regulatory and accreditation documentation across multiple U.S. jurisdictions
  • Maintain eligibility with national and state boards, accrediting bodies, and regulators
  • Ensure ongoing audit readiness and compliance with evolving regulatory requirements
  • Strengthen regulatory positioning to improve bid competitiveness and trust

Program & Vendor Management

Coordinate with:

  • Internal SMEs
  • Content and curriculum teams
  • Legal counsel
  • External vendors and consultants
  • Ensure timely and accurate delivery of compliance-driven programs and submissions
  • Manage vendors supporting accreditation, compliance, and proposal workflows

Risk, Contracts & Governance

  • Review contractual terms and identify legal, compliance, and operational risks
  • Support negotiations and pre-award risk assessment
  • Implement governance controls, documentation standards, and compliance frameworks
  • Act as a central point of accountability for audits and regulatory inquiries

Leadership & Process Excellence

  • Establish scalable bid and compliance processes
  • Drive documentation rigor, version control, and institutional knowledge
  • Mentor junior team members where applicable
  • Act as a trusted partner to leadership on compliance, bids, and regulatory strategy

Key Outcomes & Success Metrics

  • Successful submission and win of high-value bids and RFPs
  • Zero or minimal compliance findings during audits
  • Sustained eligibility across U.S. states and accrediting bodies
  • Improved proposal quality, speed, and win rate
  • Strong regulatory standing and market credibility

Required Experience & Qualifications

Experience
  • 10+ years in bids, compliance, program operations, or regulatory roles
  • Proven success with U.S. public sector RFPs and enterprise proposals
  • Hands-on experience with:
    • Federal and state compliance
    • Accreditation bodies
    • Audit readiness
  • Strong background in governance, risk, and regulatory frameworks

Education

  • Law degree or advanced qualification preferred (LL.M., JD, or equivalent)
  • Strong legal and regulatory interpretation skills
