Enterprise Information Services (EIS) is searching for a Principal Data Steward to join our team! Under the direction of the State Chief Data Officer, the Data Governance and Transparency team enables strategic business initiatives using data throughout the enterprise to benefit all Oregonians.

What You’ll Do

The Principal Data Steward provides strategic, tactical, and operational leadership in the development of statewide data governance initiatives. You are responsible for advancing data governance outcomes that directly contribute to the success of statewide policy investments, research initiatives, and open data and government transparency efforts. You will leverage the requirements and structures in statute and in the state’s Data Governance Policy to build enterprise data governance and policy-area specific data governance. You will build the Oregon Data Stewards Council and work with agency partners to identify vital data elements and build data standards and practices that allow for data integration, sharing, and interoperability. You will conduct a comprehensive assessment of existing data governance operations pursuant to developing enterprise strategies, frameworks, and approaches that align Oregon’s Open Data Standard, Data Governance Policy, and Geospatial Framework Program. Your efforts will ultimately guide and support how agencies document information assets, create and share data and metadata, evaluate program outcomes, and conduct critical business analyses.

This Is What You Need to Qualify

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Natural Sciences, Data Science, Computer Science, or any degree demonstrating the capacity for the necessary knowledge and skills for this position; and five years professional-level evaluative, analytical and planning work related to this position.

OR;

  • Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for this position.

The ideal candidate will possess the following desired skills and attributes:

  • Extensive knowledge of data governance and data management best practices

  • Ability to communicate, train, and consult a variety of individuals and organizations in data governance, data management, and data quality best practices

  • Experience employing data governance techniques to facilitate data analysis, program evaluation, and other methods of drawing insights using data

  • Experience convening and working with diverse partner groups and in facilitating and building consensus amongst partners

  • Ability to communicate clearly and concisely using non-technical language

  • Ability to balance competing priorities and initiatives across multiple state structures

  • Strong leadership skills, including experience coordinating and staffing advisory groups, working groups, and interdisciplinary teams

  • Experience with transformational systems change, organizational change management and other tools for facilitating large scale cultural changes

  • This announcement is for One, full-time, permanent, Management Service Non-Supervisory, Principal Data Steward (Operations and Policy Analyst 4) position and may be used to fill future vacancies.

  • The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect an additional 6.95%.
