JOB RESPONSIBILITIES:
As a Senior Associate in the Regulatory and Anti-Piracy Department, you will play a key role in supporting the Assistant Vice President, Regulatory and Compliance in overseeing the company’s content compliance efforts. You will work closely with internal teams and external stakeholders to ensure that all content produced or disseminated by the company adheres to relevant laws, codes, and regulatory standards.
This role requires a proactive and detail-oriented professional who can manage specific regulatory portfolios, provide strategic advisory support, and contribute to the development and implementation of compliance frameworks. You will be part of a collaborative team that tackles complex regulatory challenges, translating legal requirements into practical guidance and operational solutions.
What You’ll Do:
Content Advisory and Cross-Functional Collaboration
Provide expert guidance to internal censorship units, channel custodians, and key stakeholders on content suitability across all platforms including linear TV, radio, streaming services, and on-demand content.
Ensure all content complies with regulatory requirements and audience sensitivity standards, maintaining consistency with the company’s editorial and compliance policies.
Collaborate closely with the Content Review Panel, Gameshow Committee, Contest Committee, Legal, Astro Media Solutions, channels, and production teams to integrate regulatory insights into content planning and execution.
Proactively identify and address content-related risks, offering practical solutions to uphold compliance while supporting creative and business objectives.
Act as a regulatory advisor during content development stages such as content check session to ensure early alignment with industry codes and government regulations.
Training & Outreach Initiatives
Conduct training sessions to help internal teams understand content regulations and censorship guidelines.
Organize workshops and briefings to address new regulatory issues and audience sensitivities including compliance training sessions with external regulators such as MCMC, CMCF, and LPF.
Work with different departments to ensure training is relevant and consistent.
Develop and update the annual compliance training module in collaboration with HR.
Gather feedback to improve training programs and materials.
Stakeholder Engagement
Represent the company in working-level engagements with regulatory authorities (e.g., KK, MCMC, KDN, LPF, CMCF, MOH) and any relevant partners.
Coordinate and participate in industry forum, working group committee, regulatory discussions ensuring company positions are well-articulated.
Prepare and support Director of Regulatory, senior leadership’s participation in higher-level meetings with government bodies.
Regulatory Development & Policy Monitoring
Conduct research and interpret developments in communications and multimedia regulations, policies and public consultations.
Draft responses to content inquiries from Parliament, Ministries, and other government entities.
Prepare and draft regulatory responses, policy position papers, guidelines, and feedback on proposed regulations impacting the media and digital content landscape.
Support internal alignment by analysing implications of proposed regulatory changes and preparing impact assessment.
Reporting & Documentation
Oversee the preparation and timely submission of all regulatory reports and internal compliance documentation.
Prepare and submit monthly compliance reports to the Malaysian Communications and Multimedia Commission (MCMC), specifically on Public Service Announcements (PSAs), along with any ad-hoc reports requested by regulators.
Manage the application process for Electronic Live and Delayed Telecast (ELDTA) approvals, ensuring full compliance with regulatory requirements and timely delivery.
Compile and distribute weekly and monthly content advisory updates for internal meetings and strategic planning purposes.
REQUIREMENTS:
Who You Are:
Experience:
Minimum 5 years of experience in regulatory affairs, corporate compliance, media law, or content governance.
Prior experience engaging with regulatory bodies (e.g., KK, MCMC, KDN, LPF) or working in a media/content-driven environment is highly desirable.
Education & Certifications:
Bachelor’s degree in law, Public Policy, Business, Media Studies or any related disciplines.
Soft Skills:
Excellent written and verbal communication skills, with proficiency in English and Malay.
Strong understanding of Malaysian communications and multimedia regulations, censorship guidelines, and content standards.
Excellent analytical and research skills with the ability to interpret complex regulatory documents and translate them into actionable insights.
Effective communication and stakeholder management skills, with experience in cross-functional collaboration.
Proficiency in drafting policy papers, regulatory responses, and compliance documentation.
Ability to manage multiple portfolios and meet tight deadlines with attention to detail.
Comfortable conducting training and outreach initiatives to internal teams.
Proactive, resourceful, and solution-oriented mindset.
High level of integrity and professionalism in handling sensitive content and regulatory matters.
Strong organisational skills and ability to work independently and as part of a team.
Key Competencies:
5 years of experience in regulatory affairs most preferably in communication and multimedia industry.
Strong understanding of Malaysian communications and multimedia laws, censorship guidelines, and regulatory frameworks.
Ability to interpret and apply regulatory requirements to diverse content formats and platforms.
Proficient in drafting policy position papers, regulatory responses, and guidelines.
Capable of designing and delivering training sessions to enhance internal regulatory awareness.
