As a senior agreement writer, you’ll independently develop and review high risk, multi-agency agreements that ensure ODOT’s projects meet state and federal legal requirements. Your work will support essential partnerships with private, federal, state and local partners.

A day in the life:

  • Independently develop and review complex intergovernmental, interstate, and interagency agreements and amendments for high-risk projects and methods to meet legal requirements and regulations.

  • Advise project managers and partners as appropriate to comply with state and federal laws.

  • Translate program requirements into contract terms.

  • Provide analysis on project agreements with multiple funding sources.

  • Provide recommendations to all levels of management (director, deputy directors, region or division managers) on agreements and ensure comprehensiveness and accuracy of all agreements prepared for their signature.

  • Negotiate and resolve conflicts with federal, state, local agencies and agency staff.

  • Act as a liaison between local government agencies, private attorneys and DOJ Assistant Attorney General.

  • Maintain agreements database and appropriate agreements documentation. Coordinates workload with other agreement writers.

  • Provide technical guidance / training to agency staff and external partners on agreements, applicable laws and administrative rules.

  • Keep current on changes in state and federal laws and rules and regulations relating to program/ project agreements.

  • Occasional travel in and out of Oregon to attend meetings, conferences and trainings as needed.

  • Work in an office environment with hybrid work options available.

Minimum qualifications:

Five (5) years procurement and contract experience related to the position such as developing and administering standard contracts, agreements, or solicitations.

OR

A bachelor’s degree AND two (2) years of professional-level procurement and contract experience related to the position.

OR

Any combination of experience and education equivalent to five (5) years of procurement and contract experience related to the position.

Special qualifications:

Driving is an essential function of this position. You must have a valid US driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

  • Experience interpreting and clearly communicating rules, laws, policies, decisions and procedures to others in a way that ensures understanding and compliance.
