Overview

The Senior Product Owner is responsible for establishing deep product expertise from both a technical and market perspective by understanding buyer and user personas, value proposition, benefits, features, functionality, competitive landscape, architecture, and technical components.

This individual will play a key role in advancing Inovalon’s Value-Based Care (VBC) strategy by defining and delivering technology that supports provider contracting, payment model management (capitation, shared savings, bundled payments, pay-for-performance, and quality incentives), and financial analytics. The Senior Product Owner will understand how health plans and providers operationalize value-based arrangements through technology and data-driven decision-making, ensuring our solutions enable efficiency, transparency, and measurable outcomes across the ecosystem.

This role collaborates closely with other product owners, product managers, scrum masters, and development managers to leverage Agile processes and tools that support product requirements, backlog management, sprint planning, and release execution. The Senior Product Owner owns and drives product release planning, backlog prioritization, user story elaboration, and cross-functional alignment with business and engineering leadership.

A strong understanding of software-as-a-service (SaaS) distribution models and healthcare data architecture is required.

Duties and Responsibilities

  • Adopt and role model Agile behaviors while fostering an inclusive, collaborative, and high-performing team culture.
  • Lead VBC product initiatives focused on financial performance management, incentive modeling, contract automation, and quality improvement analytics.
  • Partner with internal and external stakeholders—including health plan executives, provider networks, and vendor partners—to inform product and feature design aligned with real-world VBC operations.
  • Define detailed requirements for payment model configuration, attribution logic, incentive calculations, and contract performance tracking across multiple provider types and arrangements.
  • Drive the design and prioritization of features that support risk adjustment, quality measure alignment (HEDIS, Stars, AHRQ), and provider performance management.
  • Oversee the end-to-end delivery of product enhancements through the software development lifecycle, from concept and requirements through testing, deployment, adoption, and measurable value realization.
  • Manage validation and testing of complex payment and incentive workflows, including user acceptance plans and cross-system integration points.
  • Analyze the impact of proposed solutions on connected systems (claims, quality, care management, risk adjustment) to determine optimal approaches.
  • Collaborate with Product Managers to shape product strategy and multi-year roadmaps that align with emerging CMS payment reform initiatives, ACO models, and payer-provider collaboration trends.
  • Serve as a domain expert and trusted advisor to internal teams on VBC contracting mechanics, payment model design, and performance-based reimbursement workflows.
  • Translate complex financial and operational models into actionable user stories, requirements, and acceptance criteria.
  • Display effective time management across multiple initiatives, ensuring transparency, prioritization, and accountability.

Job Requirements

  • Minimum 5+ years of experience in healthcare product ownership, business analysis, or product management roles with direct exposure to value-based care, payment methodologies, or provider contracting systems.
  • Strong understanding of VBC financial models including capitation, bundled payments, shared savings, pay-for-performance, and risk-based contracting.
  • Familiarity with risk adjustment, quality measurement (HEDIS, Stars, AHRQ, CAHPS), attribution models, and provider incentive frameworks.
  • Experience working with or supporting health plan operations, provider engagement platforms, or financial performance analytics tools.
  • Demonstrated success delivering SaaS-based healthcare solutions leveraging Agile or Scaled Agile (SAFe) methodologies.
  • Proven ability to communicate complex technical and financial concepts to business and clinical audiences.
  • Strong business acumen and ability to connect product features to financial and operational outcomes.
  • Agile/SCRUM certification strongly preferred.
  • Excellent interpersonal, written, and oral communication skills.
  • Experience in a fast-paced, cross-functional environment managing multiple priorities.
  • Proficiency in Microsoft Office tools (Word, Excel, PowerPoint) required; experience with analytics or BI tools (Power BI, Tableau) preferred.

Education

Bachelor’s degree required; preference for degrees in Healthcare Administration, Business, Information Systems, or related fields.
Master’s degree or certifications in Healthcare Management, Value-Based Care, or Payment Innovation programs are a plus.

Physical Demands and Work Environment:

  • Sedentary work (i.e., sitting for long periods of time);
  • Exerting up to 10 pounds of force occasionally and/or negligible amount of force;
  • Frequently or constantly to lift, carry push, pull or otherwise move objects and repetitive motions;
  • Subject to inside environmental conditions; and
  • Travel for this position will include up to 10%.
