The primary purpose of the Contracts Specialist is to administer complex procurement and contracting functions supporting PEBB and OEBB benefit programs valued at approximately $3.4 billion and serving more than 300,000 employees and dependents. This position determines procurement strategies, assesses contractual risk, develops specifications, negotiates terms, conducts cost and price analyses, and manages contract modifications. The role also drafts and administers high-risk agreements and ensures complete and compliant documentation for RFIs, RFPs, negotiations, contract development, and issue resolution.

What We Are Looking For
Minimum Qualifications: These qualifications must be visible in your application for consideration.
Five years procurement and contract experience related to the position such as developing and administering standard contracts, agreements, or solicitations.
OR
A bachelor’s degree and two years of professional-level procurement and contract experience related to the position.
OR
Any combination of experience and education equivalent to five years of procurement and contract experience related to the position.

- Proven track record of preparing documents, tabulating data, and maintaining organized records using software applications such as spreadsheets, databases, and document management systems.
- Strong background in contract administration techniques and processes, including monitoring compliance, tracking deliverables, and maintaining contract documentation.
- Demonstrated ability to apply principles and processes of governmental contracting, including selecting procurement methods, developing requirements, and supporting solicitation and award activities.
- Highly skilled in negotiating agreeable solutions with vendors or stakeholders, including resolving contract issues, clarifying terms, and supporting contract modifications.
- Adept at analyzing statistical and program data to evaluate risks, costs, and benefits and inform contracting or procurement decisions.
- Working knowledge of employee benefits programs, including health, dental, vision, life, and disability insurance, and how these programs relate to contracted services.
- Demonstrated ability to create and maintain a respectful and inclusive work environment that values diversity among team members, stakeholders, and the communities served.

- The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect the additional 6.95%. Review the Classification and Compensation page for more details on the classification.
