Title:

India Manager – Control Systems & Instrumentation Engineering

The India Manager – Control Systems & Instrumentation Engineering (CSE) will provide overall leadership and accountability for the CSE function across India, supporting FEED, Detailed Engineering, PMC, EPF, Technology Licensing and Basic Engineering activities.

The role is accountable for engineering delivery, technical excellence, resource and capability management, quality, productivity and continuous improvement across the discipline.

The position will lead a large, multi-location engineering organization and work closely with Projects, Engineering, Operations, Technology, global engineering centres and other disciplines to ensure safe, high-quality, predictable and competitive project delivery.

Key Responsibilities

1. Engineering Delivery

  • Provide overall discipline leadership for CSE execution across FEED, Detailed Engineering, PMC, EPF and Technology Licensing projects.
  • Ensure engineering deliverables meet project requirements for quality, schedule, budget, safety and technical integrity.
  • Establish effective discipline execution, resource and workshare strategies for major projects.
  • Monitor project performance and facilitate resolution of critical technical, resource and inter-discipline issues.
  • Drive engineering productivity, schedule predictability and reduction of rework.
  • Ensure effective integration with Process, Piping, Mechanical, Electrical and other engineering disciplines.

2. Discipline Leadership & Technical Governance

  • Provide unified leadership and direction to the CSE function across India.
  • Establish common engineering practices, standards, procedures and performance expectations while supporting different business and execution models.
  • Lead and develop discipline managers, engineering leads, technical authorities and senior specialists.
  • Maintain an effective Technical Authority / Subject Matter Expert framework for critical areas.
  • Ensure appropriate engineering assurance, technical reviews and resolution of complex or high-risk technical issues.
  • Ensure compliance with company practices, project/client requirements and applicable international codes and standards.

3. Engineering Across Business Models

Provide appropriate functional and technical leadership across the different engineering delivery models:

FEED, Detailed Engineering & PMC

  • Ensure robust design basis, engineering philosophies, specifications and deliverables suitable for project execution.
  • Support PMC activities through technical assurance, contractor reviews and resolution of significant engineering issues.
  • Promote scalable execution and workshare approaches for major domestic and international projects.

EPF

Ensure effective integration of engineering with procurement, fabrication, construction and commissioning.

  • Facilitate timely resolution of vendor and execution-related technical issues.
  • Improve engineering maturity and constructability to minimize downstream changes and rework.

Technology Licensing & Basic Engineering

  • Ensure CSE design basis, philosophies and requirements clearly capture process and licensor design intent for subsequent EPC execution.
  • Ensure appropriate definition of instrumentation requirements, control philosophies, safeguarding strategies and control system architecture.
  • Work closely with Process and Technology teams to ensure operability, controllability, safety and optimization are embedded at the design stage.
  • Provide technical support and clarification during detailed engineering, execution and commissioning, as required.

4. Resource & Capacity Management

  • Own India-level CSE manpower planning, capacity forecasting and deployment strategy.
  • Optimize resource utilization, competency mix and workload across projects and business requirements.
  • Facilitate cross-deployment of resources and specialist expertise based on project priorities.
  • Work with Projects, Operations and HR on manpower forecasting, recruitment and resource planning.
  • Develop appropriate strategies to manage peak workload while maintaining delivery performance and technical quality.

5. People, Capability & Succession

  • Build and sustain a high-performing and technically strong CSE organization.
  • Establish competency requirements and identify current and future capability gaps.
  • Develop technical specialists, Subject Matter Experts, engineering leads and future managers.
  • Drive capability development in instrumentation, control systems, functional safety, automation, digital engineering and emerging technologies.
  • Establish succession plans for critical technical and leadership positions.
  • Promote knowledge sharing, employee development, engagement and retention.

6. Digital Engineering & Continuous Improvement

  • Drive adoption of digital, automated and data-centric engineering practices.
  • Promote effective use and integration of engineering systems, databases and project information platforms.
  • Encourage automation and reuse of validated engineering data to improve productivity and quality.
  • Champion appropriate application of AI and emerging digital technologies in engineering workflows.
  • Drive standardization, lessons learned and continuous improvement across the discipline.

7. Stakeholder & Business Support

  • Maintain strong interfaces with Engineering and Operations leadership, Project Management, Technology teams, global engineering centres, clients, contractors and vendors.
  • Represent the CSE discipline in major project, technical and leadership reviews.
  • Support proposals through engineering execution strategies, manpower plans, engineering-hour estimates and workshare approaches.
  • Support business growth through competitive engineering solutions, value engineering and development of new capabilities.

Qualifications & Experience

Education

Bachelor’s degree in Instrumentation, Electronics & Instrumentation, Control Engineering or a related engineering discipline. A Master’s degree or relevant professional qualification would be advantageous.

Experience

  • Minimum 20 years of relevant experience in Control Systems & Instrumentation Engineering within energy, process, refining, petrochemical, chemical or related industries.
  • Significant experience in senior engineering leadership roles managing large and/or geographically distributed teams.
  • Strong experience in FEED and Detailed Engineering, with exposure to PMC, EPC/EPF and Technology Licensing / Basic Engineering environments.
  • Experience in major international projects and global engineering workshare models.
  • Demonstrated capability in engineering delivery, resource management, technical governance, capability development and stakeholder management.
